I think there is an element of conspiracy theorising on the Philippine side of this, particularly in the assertion that the Malaysians basically created and formented the MNLF insurgency. The amount of cross-border support to the MNLF was actually very limited and from the early 1970s the Malaysians and Indonesians actively worked to stop external aid to the rebels, particularly from Libya. And since 1996 Malaysia has played an increasingly important role in the peace process. It is a bit of self-delusion to believe that the Mindanao insurgency would not have happened without Malaysia’s dastardly scheming to keep the Philippines weak. The same claim was made about all of ASEAN’s communist insurgencies – that they were directed from Beijing as part of illegitimate attempts to “subvert” the existing order. But like those insurgencies, the one in Mindanao was firmly rooted in local social, economic and political contradictions. Patricio Abinales’ work has shown how the Mindanao insurgency is very much bound up in struggles over land, resources and patronage networks between local Muslim people and Catholic landlords backed by Manila, for example. Furthermore, the idea that the non-modernisation of the AFP is down to Malaysian meddling also overlooks an arguably more important factor, i.e. the venality of the Philippine oligarchy which has preferred to plunder the state rather than bolster its institutions.

I’m not at all sure what Jim means when he says that a statement of fact is missing the point. I was quoting AW, but the statement that “unwillingness, or inability” to do anything doesn’t seem to say anything other than Jim’s own statement. They haven’t done anything to abolish or reform the law and that may reflect an “inability” to do this. When recall that the govt campaigned on reforming LM, this unwillingness and/or inability to act is significant.
The so called “Indians” named after an artificial Indus river identity , have multiple identities like a chamelon. There is nothing common between a Tamilian and a Punjabi. They themselves are two different “races”. India is an artificial country built on the names given by outsiders. In Sri lanka, the tamilians fought a bloody battle against the Buddhist majority sinhala, and refused to call themselves “Indians” but Tamils. Rather than identify yourself as Indian after Indian state, start calling yourselves Malaysian Tamils and stick to one identity. As far as “racism” is concerned, everyone knows the racial oppression done on Kashmiris, and Oriental tribes in the eastern side of India by the Indians, killing them and occupying their lands. What goes around, comes aground. As far as HINDRAF is concerned, building ties wth Hindu nationalists who have links with Hindu extremists in India, who have murdered Muslims and Christan (Godhra riots, Orissa killings) and so on, won’t help anyone in Malaysia. There is no such “Racial identity” called Indian, first get rid of that colonial, outsider given name, and adopt your true identities, and integrate in Malaysia,and be thankful you live there.
