Oh, I saw this phrase in the article – “hesitant and faltering democracy” but what’s that got to do with anything, I wonder.
Hindi was never the lingua franca at any time except in Rangoon regarded as an Indian city by the rest of the country in colonial times as the British introduced their Indian subjects to run their administrative machine and infrastructure for an extractive economy.
Burmese wanting to be Kalar is stretching it as the eventual separation from British India in 1937 once the opportunity arose would indicate.
Agreed the colonial masters were behind the creation of a wider Indian community in mainland Burma as well as the enclave that later assumed the name Rohingya in northern Arakan. They also granted the Kokang substate to the Chinese enclave in eastern Burma.
Probably right about the absence of plans for rice price support – for now. Might be a different matter if/when there look to be signs of major discontent building.

Any Bamar reading these line now would easily have at least one Indian and one Chinese teacher in their life and as a Bamar teachers are in the very same league as Phayar, who as frequently pointed out was a Kalar.
So the rise of this word “kalar” and associated controversy is more symptomatic of “Burma Experts” trying to button hole the impossible notion and idiotic “Western” concept that things are either black or white especially in their leader the “Americas” the redoubt of ADL, where one cannot even order a BLACK coffee in Mc Donald.
The whole affair is farcical as it is disingenuous.
We need more foreign volunteers: (who care about the victims of human rights abuses by Burmese military; who care about religious persecution against Christians; and who care about minorities/ marginalized/ exploited peoples) to vicious Burmese military regime.

The rubber stories are a week or two old, but they have the same gist. There is a clear tone of dismissiveness in the government’s policy. They don’t acknowledge any public-good arguments for agricultural price supports.
As for the association of the “N” word with Kalar—
If kalar remind the protagonist of something even remotely unpleasant as the “N” words represent, the colonist must be blamed.
When Hindustani was the lingua franca as late as in the 1930’s within Myanmar, even the Burmese want to be Kalar because of the colonial favoring of so called ‘British Royal Subjects’.

The army seems to take more interest in rubber farmers and it looks like this may be to cultivate political ties in the south (where most rubber farmers live) or to be used as an instrument to quell further southern unrest. The rice pledge scheme profited farmers north of Bangkok, Shinawatra backyard territory.

Who cares about some formula one race cars “trafficking” around Marina Bay. I am not rich enough to “enjoy” that kind of spectacle!

As for the replacement of the rice buying scheme, it has been proposed, though I confess I have not analyzed the relative cost differences yet. It still does seem populist to me despite government statements to the contrary.

Already the Big Four accounting firms are busy cataloging available chattels in the country and allocating “Looter-ship” among the usual suspects and as soon as the chips are in place, IMF, WB, ADB and their financiers will come in and do their magic while the “Media” would be incessantly reminding how the country has progressed leaps and bounds and are going to take over Thailand (traditional whipping boy) and others even Singapore in a short time, GDP has gone up (for whom the GDP gone up?) a million fold first time in the history, etc.,etc. Suspect most of the articles are already written or just need some name and date change from so many used for tens of countries already. All smooth and painless. Aung San Suu Kyi is surely main man to do the smoothing.
